[WS2016] Windows Update hangs occasionally

Hi there!

I'm running Windows Server 2016 and on multiple occasions it would hang during the update process or the PC would just not respond correctly. Antivirus and malware shows clean.
After having to have to hard reset because shutdown wouldn't work, it often gets stuck on the blue startup screen just before the login screen and would last more than a day until I would just reset into safe mode and restart. Would run DISM /Online /Cleanup-image /RestoreHealth then sfc /scannow when I could log back in to restore function...until it happens again.

Ok so I had to reset as I had thought, it stayed on the computer is restarting screen for the whole day. I'm starting to go through the steps again and running sfc /scannow and right now it says Verification 100% complete but I have a hunch it will be stuck here as well and restarting will probably not work again either. I'll leave it running and report back tomorrow.
 
Ok, so it was stuck on Verification 100% for the whole day so I tried to restart from the menu and it got stuck there as well. After pressing the reset button it would get stuck at the starting menu. One time I was able to log in again and ran sfc /scannow but that too got stuck. Again it got stuck on restart. After booting into safe mode and then restarting I was able to log in normally. Went through the steps again successfully

Windows Update is working, but I still don't know what causes this to happen.

Windows Server 2016 Essentials
Processor: Intel(R) Xeon(R) CPU E5-2660 v2 @2.20GHz 2.20 GHz (2 processors)
Installed memory (RAM): 64.0 GB (63.8 GB usable)
System type: 64-bit Operating System, x64-based processor
 
1. Click your Start button and type cmd in the search box. Right-click on cmd from the search results and select Run as administrator. Answer Yes if the UAC prompt comes up.
2. Copy/Paste the following in to the command-prompt window and hit enter.
wmic qfe list brief /format:texttablewsys > "%USERPROFILE%\desktop\hotfix.txt"

3. This will create a file on your desktop named hotfix.txt. Please attach this to your next reply.
