[SOLVED] Windows Update Not Working - Windows 7 SP1

So the Windows Update is not working on my boss's computer, additionally I am unable to install the 2015 C++ Redistributable. I also receive a message about a missing dll file when I open some programs, this is api-ms-win-crt-runtime-l1-1-0.dll (this fix is supposed to be in the 2015 C++.) I have tried all the basics and intermediates, I may be new here but definitely not new to computer problems or solving them, I have had many a problem similar to this one in the past and have always had success in my endeavor to restore everything to proper working order. Alas, today seems to be the day where I am out of date, or maybe my boss could get up to date on his software (fat chance :r1:). I'm getting error codes 8007370A and 0x80240017. SFC won't scan no matter what I do.

Retrieving the COMPONENTS Hive
Follow the instructions below to retrieve your COMPONENTS Hive and send me it.
  • Open your Windows Explorer, and navigate to the C:\Windows\System32\Config folder;
  • In this folder, find the COMPONENTS file (there's no extension), and copy it to your Desktop;
    Note: If you receive an error message saying that the COMPONENTS file is in use, restart your computer and try again. If the error message persist, let me know.
  • Right-click on it, and select Send to... and choose Compressed (zipped) folder;
  • Upload the file on Dropbox, Google Drive or OneDrive and post the download URL for it here;
 
Alright I patched up your Hive. Let's replace your old one with it.

Replacing the COMPONENTS Hive
Follow the instructions below to replace the COMPONENTS Hive.
  • Download the attached COMPONENTS.zip file, and save it on your Desktop;
  • Right-click on it, and select Extract all.... Once done, the folder with the COMPONENTS file will open. This will be your new COMPONENTS Hive.
  • Navigate to the C:\Windows\System32\config folder;
  • In it, find the COMPONENTS file and rename it to COMPONENTS_bak;
    Note: If you receive a message saying that the file is in use, restart your computer and try again.
  • Once done, copy the new COMPONENTS file I sent you in the C:\Windows\System32\config folder;

Okay, I replaced that and ran SFCFix and SURT again. Windows Update still did not work with error code 8007370B this time.

Did you run SFCFix like instructed above, or you just ran it by double-clicking on it?
 
You know what, I ran it as instructed and I didn't even think about it at the time but then I ran it again by double clicking it so it wrote over it, my bad! The directive completed successfully though!
 
Alright in that case let's see if SFC returns a clean log :)

  • On Windows Vista & 7, click on the Windows Start Menu, then enter cmd in the search box, right-click on the cmd icon and select

  • On Windows 8, drag your cursor in the bottom-left corner, and right-click on the metro menu preview, then select Command Prompt (Admin);
  • On Windows 8.1, right click on the Windows logo in the bottom-left corner and select Command Prompt (Admin);

    Note: There's a space between "sfc" and "/scannow";

Note: Please note that the CBS.log is volatile, which means that if you don't upload it after the SFC scan is completed, it won't have the information from the scan anymore. So archive it and upload it as soon as you can.
 
Is it possible to have a public download URL for it? It says I need to ask for your permission to download the file :)
 
Alright this should be good :) Now, try to install the Windows Updates. If they fail, upload the files below for me to review please.
