What OS are you using?
What antivirus are you using?
What firewall are you using?
Are you using an SSD hard disk drive as a system partition?
Have you tried to launch
sfc /scannow (from an elevated command prompt)?
Does it show errors? (like: couldn't repair some files)
If it shows errors, run this command from an elevated command prompt (put your pc username in place of YOUR-USERNAME), post the results here, select them,
