WIndows 7 x64: updates KB4471987 and KB4471318 will not install

As per the title, these two are refusing to install on my Win7 x64 machine.

I've tried each one separately through Control Panel > Windows Update - no joy.

I've downloaded them from Microsoft and tried installing them separately - still no joy.

  • KB4471987 (23.1MB) results in error code 80070643
  • KB4471318 (240.2MB) results in error code 80071A91

I've tried the smaller one first (on its own) and the larger one first (on its own) - and it makes no difference.

Both get as far as the "Installing....." dialog (with green progress bar almost at 100%) - then they stop and the "Failed....." box appears.

I just installed and ran System Update Readiness Tool (as per instructions here) and the CheckSUR.log file says this:

Then I ran both updates again (after running SURT) and they both failed again. :huh:
 
Before running SURT (above post) I ran sfc/scannow and it found no integrity violations.

After running SURT, I ran SFCFix and it says this:

It looks like I can't install any updates at all now - I just tried this 55MB update for Internet Explorer 11 and even that failed:

  • 2018-12 Cumulative Security Update for Internet Explorer 11 for Windows 7 for x64-based systems (KB4470199)
