Windows 2008 R2 can't view roles after failed update

A couple months back after running an update I haven't been able to view any roles on a Windows 2008 R2 server. I ran the System Readiness tool but that didn't help. The server is functional and I've been able to install updates (except for KB2813170). I've tried countless things but nothing has worked. I read about copying the contents of the C:\Windows\System32\config from a working server to the R2 server but I'm hesitant to do so especially if it makes things worse. I've attached the CBS folder here:

You are right to be wary of copying the config folder from one computer to another. That....would be an extremely bad idea, and would definitely have been clean install time had you not made a backup first (which I know you would have, but even so). Yeah...don't even think about doing that :p

The config folder contains the vast majority of your registry. Everything from different user accounts, different device drivers/hardware, different settings, different update states, different installed programs, would all get utterly destroyed. That installation would have to be written off, and the server either reimaged or reinstalled. Yeah...please don't do that :p

In fact, I am not seeing very much wrong in your logs at all. You had a small amount of minor corruption which was fixed by the System Update Readiness Tool, but not much more than that.

What error code are you getting for error code KB2813170? Also, please go into Event Viewer (and, I think) Applications and Services Logs > Microsoft > Windows > Server Manager > Operational. There should be some errors. Can you read out the error code please?

Basically, the logs aren't showing much wrong now, so I need the error code to know where to look for more information.

There is no error code for KB2813170, it appears to install successfully, but it immediately appears as a new update to install. The only error I found in the Event View logs for Operational is this one:
