Please download Farbar Recovery Scan Tool and save it to your Desktop. Note: You need to run the 64-bit Version so please ensure you download that one. 2. Right-click FRST64.exe and click Run as Administrator to run it as administrator. When the tool opens, click Yes to disclaimer. 3. Please ensure you place a check mark in the Addition.txt check box at the bottom of the form before running (if not already checked). 4. Press Scan button. 5. It will produce a log called FRST.txt in the same directory the tool is run from (which should now be the desktop) 6. Please attach the log back here. 7. Another log (Addition.txt - also located in the same directory as FRST64.exe) will be generated Please also attach that along with the FRST.txt in your reply.

ACCESS_DENIED errors can be a pretty strong indicator that something is amiss with the HDD and could point to signs of failing. The errors appearing in event viewer are indicating a hardware fault which is why CHKDSK is not running properly. My suggestion would be to do a clean install to the latest version of windows 10, preferably on a different HDD. There is a tutorial here where you can download the media creation tool to install the latest version of windows. If this is not an option for you you could try an in place upgrade to the latest version of windows 10 but I cannot guarantee how this will go. This will allow you to retain your files and settings. There is a tutorial here on how to do an in place upgrade - follow step 6 for installation using the media creation tool. I'm sorry I cannot be of any more help to resolve your issue.
