I am afraid from here there isnt much options left to fix this issue. The next step is to a Refresh Install, you shouldn't loose any files from doing this. but I do recommend that you back up all your important files just in case. I think about buying the win 8.1 dvd (the retail version?), although it's really expensive here in peru. greetings, Yellowbase
