[SOLVED] Win 7 home premium clean install on new SSD, getting 0x80092004 error repeatedly.

I clean installed Win 7 home premium 64 bit on a new SSD drive. I used the regular windows update, and 2 updates kept failing to install (KB4493132 & KB4516065).
I went through MS updating help and it did not fix it. I decided to start over, so I re-partitioned the drive and started over, this time I used the AUS offline updater, which I have used before.
I am getting the same error using this method as well.

I ran the SFC with no errors
the SURT/DISM completed with no errors
the SFC fix completed with no errors
Here is my CBS file (shared through dropbox since the file is over 90MB)

I tried to install this. It says it does not apply to this computer.

ok, that is done (it installed and completed successfully). I tried to run the first one again. it took longer this time but still said in the end that it did not apply to my system.
