I have been trying to find a Free service that will give me the owner of a phone number only. The particular number has called a few times but leaves NO message.
I don't want to call back as this could start continuing calls.

The number currently in question is 702-722-2053. I live in the 702 area code.
 
If your caller ID does not say who it is, don't worry about it. If your phone or phone service lets you block it, block it. If it was anyone important, they would have left a message.

Most likely, it is just a spam caller "spoofing" a local number trying to get you to buy something, or give money to their non-existent child's medical bills. Or it is a politician soliciting your vote. Ignore it. They could really be calling from China, India, Florida or Timbuctoo.
 
I agree with @Digerati, I frequently get unknown nuisance calls and always ignore them. Have you typed the number into a search engine? Sometimes you'll see comments from others, stating who the spammer is etc.
 
Phone numbers are spoofed - you can't always trust what number appears. If it is important, they will leave a message. (We don't pay for caller ID and yet we have no trouble getting important messages from doctors and dentists as well as call from friends.)

My cell is mostly off. When it rings, I don't answer because only about 4 people know my cell number.

I got a strange phone call (copper wired phone) and the person claimed I called him. I said "we just got in and I called no one". I then hung up. He either dialed the wrong number or someone spoofed our phone number.

Then another strange call the next day supposedly from Xfinity/Comcast. A person with a foreign accent called and identified himself from Xfinity/Comcast. (It could be true because when you call for help you are talking to people in the Philippines.) I asked, "why are you calling?" He said, "You use our service, are you happy with it?". I said if I have a problem, I'll call you, you don't have to call me. Then I hung up. We've had tv service for more than 32 years and internet for 17 years and I've never gotten a call from them. Why now? Perhaps they want to sell me additional services because my bill is still a trace under $200/month.
