Hi, I'm Olaf from Germany, a long time former Microsoft MVP for various aspects of Windows Server.
Last night I "enjoyed" a Windows Server 2016 installation with corrupt .lnk files and missing catalogs as the end of dism /restorehealth.
The .lnk files I could replace by copying them from another system with a mix of takeown, get-acl, icacls and set-acl commands to overcome the security blocks.

But not so well went the attempt to fix those missing catalog files.

So I found this site and after looking into those files provided on an individual base I managed to build my own zip file from a still functional server to be used with the exe SFCFix.exe file.
And it worked.

Replying in threads in the Windows Update area is allowed for granted users only. Read this article or the quote below

Many Windows Update fixes involve making critical changes to system files or the registry itself. Those who have been trained will understand these dangers and will understand how to carry out fixes safely.
 
Well, that explains it.
My question would have been less technical, just if it is a LTSC version and if not I would have recommended to manually download and install the Windows 10 22H2 enablement pack since 21H2 is out of support.
(I have seen the mentioned behaviour on customer systems, who had blocked feature updates.)
Nothing too dangerous ;-)
