After I ran the original fix yesterday morning (twice), I again let Windows search for updates while I ran some errands. Upon my return about 4 hours later, Windows had indeed found 21 available updates. However, it was stuck at “Creating Restore Point”, and it remained stuck for 2 more hours. After a bit of checking I discovered I had no available restore points, and I could not manually create one. I ultimately discovered the Windows Volume Shadow Copy Service (VSS) was not functioning, so I then ran the Windows Repair tool again. I only checked “repair Volume Shadow Copy Service”, and I let the computer reboot after the repair had completed. Upon reboot, I was pleasantly surprised to find a new restore point had been created, and that Windows successfully installed all of the updates.
After the second reboot Windows found a few other updates, and they too were successfully downloaded and installed. As of now Windows reports my machine is up to date, so it appears the issue has been resolved.
