Virus/Malware with Windows 8.1

My Mum has been complaining that her computer has been really slow lately so I decide to take a look at it. I noticed that I can't enter the control panel (nothing happens when I press it) and I can't run malwarebytes (nothing happens when I press scan now).

I assumed there was some sort of virus so I boot it into safe mode and run malwarebytes and the scan shows no errors. I then try to open the firewall and I get this message:

C:\Users\Jackline\App...\Classic_{4026492f-2f69-46b8-b9bf-5654fc07e423}.settingcontent-ms

Unspecified Error

She doesn't download many things so I don't know what could have caused this, maybe something off a website?

I am not very familiar with windows 8 and I don't know how to access a lot of things so any help with removing this virus will be really helpful!
 
This doesn't appear to be a malware issue. Please try the following:


  1. Log in as the user with the issue
  2. In the modern/metro/tiles interface type SEARCH
  3. Click SEARCH SETTINGS
  4. Click the CLEAR button (at the top)
