Actually - I'm a gamer. Like many people here, I've played a lot of Counter Strike, and many other FPS games.
secondly before steam millions of people played the game nonsteam and nobody even me had a problem with it.
Steam came out in 2002 - since then, all Valve games have used Steam. They have not continued to update the non-steam versions of any games released prior to this. If you're running a non-Steam version of a Valve game, then you're missing out on several years worth of patches. You can't expect anyone to help you with an issue like that - obviously you need to be running the latest version.
The only people capable of solving your problem are the Valve development team. To fix this issue, they would need to examine the problem and work out exactly how differently their game runs on your PC. We can not fix game bugs for you, only Valve or a professional level coder has the capabilities to fix a game issue like this. Most likely, your only option is to try and find a PC on which the game works as intended, or live with the problem.
