This article states that the Complete dump isn't available on 32 bit systems w/over 2 gB of RAM: http://support.microsoft.com/kb/254649 This article says it's by design for systems with more than 2 gB of RAM (it's an article about Server 2003): http://technet.microsoft.com/en-us/library/cc778968(WS.10).aspx
