Hello Everyone ^_^,

Recently after upgrading to Windows 10, I noticed that the RuntimeBroker.exe was constantly eating up around 30% of the CPU in constant Read operations (From various Logfiles). This seemed to occur around a minute after booting up and did not stop even after hours. Below is the attached the screenshot of the Task Manager -

After searching around a lot, I finally found the solution to this problem. According to **THIS** Reddit thread, this is caused because of a particular setting in the Settings App.

What fixed the problem for me are the following steps -
  1. Pressed the Start button on my keyboard and then typed in Settings and then clicked on the icon. (See screenshot) - Settings.png
  2. Once the Settings opened, I navigated to System->Notifications & Actions.
  3. I turned off "Show me tips about Windows". So, after turning off, the Settings in my case looked like below screenshot -notifications.png
  4. Once you turn that setting off, I immediately saw that the RuntimeBroker.exe was no longer consuming CPU and the CPU dropped to 1% of utilization.

Want to change the background of the Settings App to Black like me? Follow the tutorial at the below link -

I hope this helps the future visitors. In case of any problems, feel free to post back ^_^
