[SOLVED] Missing File and SFC not fixing it - api-ms-win-downlevel-user32-l1-1-0.dll

I am unable to run various windows programs, such as Internet Explorer, Control Panel - Internet Options, Event Viewer, and Services.msc. Event viewer and Services.msc gives the Not enough Storage is available to complete this operation. Control Panel - Internet Option wont open at all with no errors (Internet explorer is currently uninstalled).


I tried doing sfc /Scannow trying to fix the issue and here is my logs. https://www.dropbox.com/s/lq5c60nj7mlpv46/CBS.log?raw=1

I was previously infected with poweliks and removed it using RogueKiller and I'm still having the above mentioned issue.

Hello Jeff and welcome to the forum :)

First of all we will try and get these files repaired automatically using SFCFix.

Download and Run SFCFix

Please download and run SFCFix from >Here<

It will take about 15 minutes to process. Once the scan has completed a notepad file will launch with the results. Please copy and paste the entire contents of the results and post them back into this thread. Please put [CODE][/CODE] tags around the log to break up the text.
 
Ok I am unable to access MMC(including all snapins that use MMC, like Task Scheduler and Event Viewer), I get the error "Not enough storage space is available to complete this operation."

It seems like it failed a bunch of stuff. I ran it again and recorded it this time. You can view the video here: <Status:Currently doing second run and recording.>

After rechecking the previous posts, it seems the CBS.zip was not requested from you but I remember someone requesting it. Nonetheless, I have included it just in case it helps solve the issue at hand.

Can you please run another scan with SFC /SCANNOW the log you provided was from an old scan of SFC:

Update: Running SFC /Scannow after running SFCFIX fixed my issue. I can now install Internet explorer again. Thanks for all your help. I would like to donate to the maker of the program and you for helping me out. Let me know how I can do this.

It's extremely appreciated, because without everybody helping to chip in it simply wouldn't be possible to pay for all of the web servers to make the site work. Well, after install try of ie11 have now same / equal issuies

The more bad is that the SFCFix _don´t_ start up / die at start as it requires api-ms-win-downlevel* dlls

been there anywhere an COMPLEETLY _static_ linked tool witch been able to fix this ?
