Error: 0x80073701 Installing Roles and Features

I have been trying to install new roles and features on a Windows Server 2012 r2. If first tried to install VPN or remote access and received the following error: The referenced assembly could not be found. Error:0x80073701.
I looked in the CBS log and found the

I have ran DISM.exe /Online /Cleanup-image /Restorehealth and sfc /scannow both completed with no errors.

The system has AD, DNS, DHCP, File, Storage Services, IIS and Print Services installed.
I have attached the CBS file.

I have no idea what to do next. Any help is gratefully appreciated. Thanks Kirk.

I have found by using lpksetup that Japanese is installed on the server but not showing in Regions and Languages.
I want to remove Japanese using lpksetup but I wonder if it is safe.

I was able to remove the Japanese language using lpksetup, rebooted the server and still having the same error. I am seeing in the CBS.log the first location that something is wrong.
