Drive runs continuously

I'm trying to fix a Windows 7 SP1 computer where the drive runs continuously..I've been running it in safe mode and it takes 5 minutes to pull up the user interface after logging in and it's hardly responsive. I checked the resource manager and there is little memory or CPU useage. The graph on the drive tab shows the drive useage pegged at maximum but the processes listed show little I/O.

I suspect it has a virus; however, it is so unresponsive it failed to complete an online virus scan after leaving it on overnight. The scan was frozen on the file jscript9.dll

Any ideas?

And are you using "real-time" security, or just on-line scanners? If using real-time (and hopefully you are), what program(s)?

If me, I might install that hard drive into another computer as a secondary drive (NOT the boot drive) and then scan the heck out of it (with diagnostics suggested above and with all my malware scanners too).

How much free space is on that drive?

Any errors in Device Manager? The fact it does this during Safe Mode suggests if drivers, it is a critical system driver (since Safe Mode only loads the basic, essential system drivers).
 
And if you truly suspect that an infection might be present you may consider using an offline scanner.
Something like this What is Windows Defender Offline?
Might at least get you started on the road to a better understanding as to what might be going on.
