I will take a further look into this when I get some more time. But if I can not find a solution the next thing to do would be to do a repair install of windows, this shouldn't effect any of your personal files but it will be a good to create a backup in case the process goes wrong. Alex

My original install was Windows 8 Pro, but the issues didn't seem to start until after the 8.1 upgrade. I am working on a Windows 8.1 ISO as if the time of this post. Would all my apps need to be backed up as well? Thanks!

The apps should be automatically backup, but there is no way to ensure 100% that this will happen. Alex

I put it off for a few weeks and finally decided to do the Repair Install and it went very smooth.
