Can't update IE9 to IE10 or IE11

We have Windows 7 Pro 32-bit on our computers. Some (but not all) of them won't upgrade to IE10 or IE11. All of them are the same exact computer model Dell Optiplex 780 (all hardware is the same). When I try to update to IE10, I keep getting the error code 9C59 or if I download and try to install manually I get error code 80070005. I have tried all of the tips and tricks I could find from Microsoft and the web, but none have worked. I seen in another thread where they uploaded a CBS file and you were able to figure out the issue. Please help!

Please choose one computer for me to work on initially. We'll fix the others later, but for now I need every logfile, report, etc. to come from just a single computer.

Please download the System Update Readiness Tool from Microsoft ->here<-. Save the tool to a convenient location as it may be necessary to run it again later.After the download has completed, double-click the file and wait while it initializes.
Click Yes to begin installation. It may take up to an hour to complete.

Hello again :)

Well, that rules out a whole raft of problems. Please now copy to Desktop, zip up, and upload any logfiles of the following form (where * represents any combination of characters)

C:\Windows\IE*.log
C:\Windows\WU_IE*.log

(e.g. IE8_main.log, IE11_uninst.log, IE10_NR_Setup.log, WU_IE9_LangPacks.log etc. etc.)
 
Ok, attached is all the IE related log files I could find in the Windows folder. Thanks.
