I then right-click the installer and selected Run as Administrator. Still no luck. It gets all the way to the end and say IE 11 could not finish installing.

How to view installed updates: See which Windows updates are installed - Windows Help - You can use the search box in the top-right corner to enter the KB number to search faster.
