[SOLVED] Cannot Upgrade IE 9 to 10 or 11

I had downgraded my Windows 7 SP1 for a work-related reason. Now I am trying to put IE 11 back and Neither Windows Update, INstalling directly from Microsoft or from a clean boot will let me install 10 OR 11.

I ran the SFC.exe tool after running the sfc /SCANNOW in a command prompt.

The SFC. exe gave the following log:

Follow the instructions below to run a scan with the System Update Readiness Tool (SURT) and provide a log;
  • Download the right version of SURT for your system;

Thank you, Aura. My name is Jenn. :) When I downloaded the .zip file you gave me, the file was named SFCFix.txt NOT SFCFixScript.txt as you had requested.
Running either the original file over the SFCFix.exe stated the script was blocked and changing the name of that file to SFCFixScript.txt caused the program to crash.

System Update Readiness Tool (SURT) - Scan
Follow the instructions below to run a scan with the System Update Readiness Tool (SURT) and provide a log;
  • Download the right version of SURT for your system;
    • Your version of Windows is:
  • Once downloaded, execute the installer, and go throught the installation (this process can take around 15-20 minutes);
  • On completion, a log will be created in C:\Windows\Logs\CBS\CheckSUR.log;

System File Checker (SFC)
Follow the instructions below to run a SFC scan on your system and to provide the CBS log in your next reply;
  • On Windows Vista & 7, click on the Windows Start Menu, then enter cmd in the search box, right-click on the cmd icon and select

  • On Windows 8, drag your cursor in the bottom-left corner, and right-click on the metro menu preview, then select Command Prompt (Admin);
  • On Windows 8.1, right click on the Windows logo in the bottom-left corner and select Command Prompt (Admin);
  • Enter the command below and press on Enter;
    Code: 
    sfc /scannow
    Note: There's a space between "sfc" and "/scannow";
  • Once the scan is complete, enter the command below and press on Enter

    copy %windir%\logs\cbs\cbs.log "%userprofile%\Desktop\cbs.txt"
  • A file called cbs.txt will have appeared on your Desktop. Upload the file on Dropbox, Google Drive or OneDrive and post the download URL for it here;
Note: Please note that the CBS.log is volatile, which means that if you don't upload it after the SFC scan is completed, it won't contains the information from the scan anymore. So archive it and upload it as soon as you can.
 
Alright, your CBS.log is clean. How are you trying to install Internet Explorer 11? Via Windows Update, or via the installer you download from Microsoft website?
 
Try via the Windows Updates first, and let me know if it fails. If it does, then try via the Internet Explorer 11 installer from Microsoft's website.
 
Alright, can you upload both the C:\Windows\WindowsUpdate.log file, and then C:\Windows\Logs\CBS folder (archive it in a .zip format) for me and attach them here?
 
If you look for Windows Updates manually using the instructions below, how many are found?

Check for Windows Updates
Follow the instructions below to check for available Windows Updates and install them:
  • Click on the Windows Start Menu and select Control Panel;
  • From there, click on System and Security and select Windows Updates;
  • Click on the Check for updates button in the left-pane;
  • Wait for the scan to complete and see which updates are found, Important Updates and Recommended Updates (or Optional Updates);
  • Click on X Important Updates (X being the number of updates being found) and make sure that they are all checked;
  • Install every Important Updates found and restart your computer once it's done;
 
Windows lists them as optional updates (there are 2; Internet Explorer 10 and Internet Explorer 11):

Try to install Internet Explorer 10 first, and let me know if it fails.
