cannot manually create restore point on vista

I tried to create a restore point when i was using tweaking.com utility then when i tried too manually create a restore point it failed catastrophic failure. here is the event id 8193 0x80004002 vss volume shadow copy service. Can one of you professionals guide me to fix this situation? it would be greatly appreciated. Thanks

You could try:
1) disable system restore, reboot your PC, then re-enable it and re-try to create a new point
2) check system volume information owner; I didn't find something specific to WinVista, hence I think it should be like Win7.

It seems administrators and system should have full control, at least from win7 to win10.
4) Check vss and workstation services (according to blackviper.com):

Thanks for your response no#3 is where i cannot find the system volume folder in vista. I went to the option folder and click view and checked show hidden folder and unchecked hide operating system files but still cannot find system volume folder , everything else looks the same as yours. 6/19/2016<dir> builtin\administrators system volume information
 
found out how to preform no#3 but still to no avail i keep getting the catastrophic failure 0x8000ffff
 
I don't understand it either, the glitch may be in the registry? and yes all the other service requirements are meet. Let's figure this out shall we?
 
Did you try the first point (disable, reboot, re-enable SysRest.)?

Did you try tweaking.com windows repair beta repair (about SysRest., bottom-right corner of the application)?
Did Sysnative staff follow you with that? If not, wait for Sysnative staff approval.
If they won't approve it, let's see if they approve the following commands (to be run in an elevated command prompt, i.e. with administrator powers); the following commands should be run from c:\windows\system32 and from c:\windows\syswow64 (if your system is 64bit... Is it?):

After those commands, reboot your machine.
If something isn't clear, ask first (for example, if you don't know how to change paths when you are using the command prompt).

Good afternoon , it's morning from my location I have a 64 bit system but in the elevated cmd it will say c\windows \system32. . how do i run syswow64 from the cmd?and and after putting in each dll do i press enter
 
I found out the answer to my previous questions the second dll module blb_ps.dll failed to load . The specified module could not be found. And i did try tweaking.com repair volume shadow copy yesterday. I was in the elevated 32 cmd when the second command failed.
 
Basic commands to change directory in the command prompt:
cd\ brings to the system root (i.e., to c: if you are currently in c:)
cd.. brings to parent directory
cd child-directory brings to the child directory you enter
cd full-path brings to the full path you enter (but this doesn't change the drive; i.e. if you run this command in c: and you entered the full path of d:, you'll remain on c:, but if you change drive you'll be on the correct path)
cd /d full-path brings to the full path you enter and change the drive (i.e. if you run this command in c: and you entered the full path of d:, you'll be directed to d:\your-path)

In your case, when you (and we) open an elevated command prompt, you'll be (usually) in c:\windows\system32 (if you or a program didn't change it); hence you should launch these commands:

cd.. 
(this brings you to c:\windows\syswow64)
cd syswow64

(you can combine the two commands in one, but it complicates things a bit ;-) )
(this is just for your information, this command shouldn't be used if you used the previous two)
cd..\syswow64

In tweaking.com there is a beta repair section aimed to repair system restore: it is in the bottom-right corner of the repair section of tweaking.com:

Thanks for the infor unfortunately the system still cannot create a restore point. I have research this situation and have found out that many people are having the same issues when they use tweaking.com restore point that they lost the ability to create a restore point. This is prevalent in windows vista and windows 7. I might just have too do a factory reset if these restore point failures keep happening. I love your diligence and your zeal too get things right. If have something else to try then i am game.
 
I didn't get if you have tried the beta repair of tweaking.com...

The following command (should) exports event viewer errors and warnings to your desktop (it works on my system, Win10, but who knows...):

Post the results here, possibly in show/hide tags (between hide and /hide tags), or between quote or code tags.
 
Xilolee you have done a wonderful diligent job i was compel to do a factory reset because i had update issues as well. I sent a thank you message to your private message. Since the factory reset the system restore works and i am updating my computer back to the state that it was before these issues started. I love you work ethic, I have no doubt you would have fixed the system restore issue if i did not do a factory reset. Thanks again
