Can my neighbor view and monitor my browsing if I use his wireless connection?

Using any shared internet by definition "shares" it. Other users on the service will be able to see what you are doing on the connection. Extra security steps may be necessary.

Hi, Leo. My neighbor has a wireless router device and he doesn't mind if I use my laptop to connect to the internet on that network. He asked for my laptop and made some wireless connections to the device which I couldn't understand. Anyway, does this make it possible for him to view and monitor my internet traffic and the websites I visit or the message I send and receive? I mean if he is the owner of the device and I was connected to the internet using his wireless network. Would it make it possible for him to do so?

Most ISP's yes but it is kind of nebulous. There isn't much of a stretch to say if my brother can use my wifi here in my home, why is it different if he goes outside, or in his home.

One would have to read the TOS of the particular ISP. In my case they care.
 
This happens quite often at work.

The customer comes in and says they can't connect wirelessly.
We test the connection and it works fine in the shop.

Then we discuss their internet connection, router. and ISP
Often we get "I don't have a router."
Then we gently break the news to them that they were most likely leeching off of their neighbor - and when the neighbor caught on he put some security on the connection so they couldn't connect. We also advise them that their personal information may have been compromised, so they need to be aware of any issues with their personal information.
