[7SP1 x64] Fails to install KB4074598

I have gone through several possible solutions...none are working...I have followed the steps you have requested I follow prior to posting.
Attached is my Log file ...ooopss...I think its too big...its in Dropbox but I need an email to send it?? Here is the link...

I had no errors or corrupted files in SFC scan...File attached

I did run the FRST64 tool and it generated the following text file. File attached.

Please attempt to install the update again and when it fails, attach CBS.log.

I've attached the setupapi.dev file...couldn't find a log file...

Can you go to C:\Windows\system32 and then locate regsvr32.exe. Right-click on this file and go to properties. Click the Security tab. Under the Group or user names list, give full permission to SYSTEM and Administrators if they don't have it.

I did that but it wont allow me to change the permissions for System or Administrator..see attached screen shot....thanks!

OK...I've managed to switch up the permissions...I tried then to install the update manually...it still failed.
However when I tried the 2 suggested updates, Windows defender update succeeded. (see the second screenshot)

Step#1 - Capture Process Monitor Trace
1. Download and run Process Monitor. Leave this running while you perform the next steps.
2. Open an elevated Command Prompt and run Windows Updates just like you have in the past.
3. Stop Process Monitor as soon as it fails. You can simply do this by clicking the magnifying glass on the toolbar as shown below.

4. Select the File menu...Save... and save the file to your desktop. This is likely the default location. The name (unless changed) will be LogFile.PML. This is fine.
5. Zip up and attach the LogFile.PML file as well as your CBS.log
 
Retrieve Components Hive
1. Navigate to C:\Windows\System32\Config and locate the COMPONENTS file.
2. Please copy this file to your desktop.
Note: If you receive an error that this file is in-use, simply reboot your computer and try again.
3. Right-click on this file on your desktop and select Send To...Compressed (zipped) folder. This will create a file named COMPONENTS.ZIP on your desktop.
4. The file will likely be too large to upload here so please upload toa file sharing service and just provide the link here.
