After doing the above, I got a different error that the update was expecting a different servicing stack. One I had tried to install previously and failed. I tried again and it actually installed successfully which is great news. I am going to try to patch this again tonight and continue...

It worked!!! Thank you I didn't need to uninstall but I did disable all these services. These are the default settings:

Actually its a role isn't it? It's not enabled... would this fix it? I might need to do a Change Control for this. What are the pro's and con's for this other than it fixing the patches?

The patch installs, however during reboot it fails and rolls back. Please note, it does the same thing for ANY Monthly Quality Rollup. I actually tried going back as far as they existed which ones KB3185330 October 2016. I have followed all the instructions on Windows Update Forum Posting...
