Yes, there were 12 updates offered and KB2990967 was one of them.
I deselected all but that one and an update gave the error code 80246013.

    A "try again" did succeed.

    Performed "check for updates".
Observed that KB2990967 is still offered.

Unrelated question, why does "check for updates" take so very long to run?

    Install Update with DISM

    1. Download the update MSU here: Access Denied
    2. Copy the MSU file to a convenient location (such as C:\temp).
    3. Click on the Start button and in the search box, type Command Prompt
    4. When you see Command Prompt on the list, right-click on it and select Run as administrator
    5. When command prompt opens, copy and paste the following commands into it, press enter after each

      expand {update name}.msu -f:* C:\temp

replace {update name} with the name of the MSU file downloaded in step 1

      DISM.exe /Online /Add-Package /PackagePath:C:\temp\{update name}.cab
    6. You should receive the message:
      The operation completed successfully.
Restart Windows to complete this operation.
Do you want to restart the computer now (Y/N)?
    7. Make sure to allow the computer to restart if prompted.

If you receive any other message:
    8. Right-click on the Command Prompt window and click Select All, this will invert all of the colours by selecting the text, now press enter. All of this text is now copied.
    9. Paste (Ctrl+V) it into your next post please.

Checking for updates varies from person to person because of different internet speeds and MS servers.

    Install Update with DISM

    1. Download the update MSU here: https://www.microsoft.com/en-US/download/details.aspx?id=42335

Are you saying to run it again? The instructions are the same as before and I already included the output indicating that dism says the update doesn't apply.

Or are you indicating that I typed something incorrectly?

If you look carefully, you'll see it's a different update.

Note that your underlying link is inconsistent with the displayed link so that if you click in the browser, you get the same KB as the previous KB2990967 via 44248.

From your comment, I deduced that I had to copy/paste the text into the browser address bar to arrive at KB2919355 via 42355.

This msu also says "not applicable" per the output below:

    Please uninstall OneDrive now.

Open Command Prompt as Administrator and copy and paste the following:

    wmic qfe list brief /format:texttablewsys > "%USERPROFILE%\desktop\hotfix.txt"

Press Enter after copy pasting the command.

A file called hotfix.txt will appear on your Desktop. Please attach it to your next reply.

After typing that command, the response in the shell was "No Instance(s) Available."

Ant the hotfix.txt file contained two unprintable characters.

    Re: [Win8.1 x64] Update repeatedly offers KB2919355, KB2990967, and KB3063843

Step#1 - Capture Process Monitor Trace
    1. Download and run Process Monitor. Leave this running while you perform the next steps.
    2. Attempt to run the wmic command that I have told you to again just like you have in the past.
    3. Stop Process Monitor as soon as the command returns "No Instance(s) Available". You can simply do this by clicking the magnifying glass on the toolbar as shown below.

    4. Select the File menu...Save... and save the file to your desktop. This is likely the default location. The name (unless changed) will be LogFile.PML. This is fine.
    5. Zip up and attach the LogFile.PML file as well as your CBS.log.

    Retrieve Software Hive
Note: The Software hive has confidential and sensitive information in it so please send me a PM with a link to that particular hive so it's not in the public form.

    • Please download the Freeware RegBak from here: Acelogix Software - Download products
You will find it at the bottom of the page that the link brings you to.
    • Go ahead and install this program and accept all the defaults. After the last install screen the program should open.
    • Click the New Backup button. Accept the defaults and simply click Start.
    • When it says Finished successfully, click the Close button.
    • This will bring you back to the main screen of the program. You will see one entry in this list with the date that you did it. Right-click on this line-item and select Explore Backup...
    • This will bring you into the folder where the backup was made. You should see a Users folder and a Windows folder along with a couple other files. Double-click on the Windows folder to open it. Then open the System32 folder and then config folder. You should see around 6 files in here, one of which is named SOFTWARE.
    • Copy this file to your Desktop. If the SOFTWARE file does not exist, please fetch it instead from C:\Windows\System32\config\SOFTWARE.
    • Now right click on this file on your desktop and select Send to > Compressed (zipped) folder.
    • Then please upload the zip file to your favourite file sharing website (it will be too big to upload here). Examples of services to upload to are Dropbox or One Drive or SendSpace and then just provide the link in your reply.
    • You can close any open windows you have as well as the RegBack program now.

I'm extremely sorry, but it appears that your hive is corrupt beyond repair. I have tried everything I could to help you, but it unfortunately cannot be done. I'd recommend you do a Repair Install so all your files remain intact. If you have any further questions or doubts, please do not hesitate to contact me and I'll do my best to help you.

    Best,
    Mihael

I did a reinstall with keeping personal files and it is now in the process of updating.

    I wonder why there isn't a build-in checker for the registry/hive...

Thank you and the group for the hero's try. I sent a donation to say thank you.
