What antivirus are you using? Did you disable any Microsoft services? Check if bits (Background Intelligent Transfer Service) and cryptsvc (Cryptographic Services) services are running and if wuauserv (windows update) service is not disabled (status "standby", i.e. not started but ready to start).

I have disabled and re-enabled the services you have mentioned in an attempt to adress the issue with no results. Since the time I asked the question however I have made a clean install of the Windows which I have been planning to do for a while now and I figured this would be a good time. I do not have any problems anymore, thanks again.
