When you booted into safe mode, were you getting the same poor performance?
How much free disk space do you have on that SSD?
You said you ran defragment - on what? SSDs do NOT get defragged. The way data is stored on a SSD negates any need to defrag. So in fact, with Windows 7 and above, if you attempt to defrag a SSD, Windows won't do it because it will recognize the drive as a SSD instead of a HD.
