Here's what I've done in an attempt to speed things up.
1. Uninstalled unwanted programs
2. Defragment
3. CCleaner
4. Bitdefender
5. Malwarebytes
6. Restart Safe Mode > sfc /scannow. No issues identified.
Windows 7 SP 1 Build 7601
AMD A6-6400K

> A system restart used take 19-20 seconds. It now takes approximately
2 minutes.

> After clicking a Desktop shortcut to a program, it takes approximately
40 seconds for the program to start and ready to use.

> While right clicking My Computer, a program or the Desktop
produces a dropdown menu instantly, then clicking Properties may take
10-20 seconds for the Properties window to open.

> I am installing a Bluetooth dongle and software from disc. The dongle
is plug and play and the CD has been running for over 10 minutes in an
attempt to install the accompanying stack.

I am at a total loss as to what has happened to a once very fast system.

When you booted into safe mode, were you getting the same poor performance?

How much free disk space do you have on that SSD?

You said you ran defragment - on what? SSDs do NOT get defragged. The way data is stored on a SSD negates any need to defrag. So in fact, with Windows 7 and above, if you attempt to defrag a SSD, Windows won't do it because it will recognize the drive as a SSD instead of a HD.

Thank you very much for your reply. After logging into safe mode it was lightning fast. Everything that I described as being extremely slow was not an issue in safe mode. The SSD currently has 122MB free. (I store all video files either on an external drive or in web storage).

Free up some space on the SSD.
I made a mistake in what I posted to Digerati. I meant to say that I have 122GB of free space, not 122MB. So approximately 1/2 of the SSD if free space.
I uninstalled as much evidence of the Bluetooth drivers and software I recently installed as the slowdown occurred around the same time. I'm stunned at the number of registry entries (1,007) and files that were involved.

Yes, that's a real eye opener. In 2014, I decided to remove Java from my XP computer using Revo Uninstaller. My notes say there were 2,230 registry entries. I very cautious so I didn't simply hit delete them all. I looked them over. It took a long time and convinced me not to install Java on another computer.

You can forget my comment about Spectre and Meltdown. If an update were the problem, safe mode would also be slow.

 That shows you how much I was paying attention as I saw that but it registered in my brain as 122GB. Otherwise, I sure would have said something.

Unfortunately, I think this thread has run out of gas. I'm going to leave it open, but I'm not going to be 'that guy' posting BUMP every day. If anyone has any ideas, please let me know. This is so slow it's almost unusable. Later.

The slowness described seems to fall into the ballpark for a drop from DMA to PIO speeds for your drives, it's pretty unusual now but give it a check over: DMA reverts to PIO | Windows Problem Solver
Thank you, satrow. Interesting read even though the vast majority of it is above my pay-grade. I couldn't help but notice that while in Device Manager while investigating No. 6 in the article) that the number of entries under HID given the number of devices installed on my computer seems incredibly large. (After attempting a SysRestore which failed, the system kept installing device drivers, one after the other). I haven't a clue why, but all of this seemed to appear after installing Bluetooth software and device driver installation during and after the pairing process.
Thank you again for posting that link.

I just noticed something of interest. I just ran CCleaner and during the process it asked to close Chrome to allow CCleaner to clean its various settings. This was interesting because I did shut down Chrome prior to launching CCleaner. There was no evidence that it was open. I opened Process Explorer and sure enough Chrome and all of its extensions were running. Only by killing the process was I able to actually able to shut down Chrome.

I have had that experience with Chrome before. In fact, it seems Chrome is very susceptible to hanging on to resources after it has been [supposedly] closed.

Is Chrome your default browser?

Not sure what to tell you. Ever since my company threatened disciplinary action if I didn't give up Netscape for IE, IE has been my favorite (I never fell for the lack of security the FF fan base spewed). But when MS starting pushing Edge, it seems more and more problems with IE functionality surfaced (I hate to think MS was intentionally breaking IE, but then I can't believe IE was breaking all by itself :(). Anyway, I started using different browsers, looking for my new default because I knew Edge was not it. It was just not ready.

I stuck with Chrome for awhile but because it kept giving me those very same resource hogging problems, I switch to Pale Moon as my default and have not looked back. I use Chrome as my secondary only - usually to verify if a site is up or not. PM is not perfect, but I like it better than Chrome and FF.

This is intentional behaviour with Chrome. Chrome Apps can keep chrome processes running in the background so the apps can run without needing to have a browser window visible. You can enable/disable this in settings:
