Navigate to C:\Windows\System32\Config and locate the COMPONENTS file.
Please copy this file to your desktop .
Note : If you receive an error that this file is in-use, simply reboot your computer and try again.
Right-click on this file on your desktop and select Send To...Compressed (zipped) folder . This will create a file named COMPONENTS.ZIP on your desktop.
The file will likely be too large to upload here, if so please upload to a file sharing service.
Examples of services to upload to are WeTransfer and TransferKit and SendFileOnline
Please post me the link to the file

"DISM /online /cleanup-image /restorehealth" completes sucessfully but now server wants to install "KB5023788 : Servicing stack update for Windows Server 2016: March 14, 2023" and it asks for a reboot, but it do not install.
All recent cumulative updates ase installed.

However, the latest entry in the CBS.log you've posted is dated ... 2023-05-08
07:30:14 ... which is before you ran the fix.
I need to see a CBS.log generated after the fix was run

OK, that didn't do what I expected it to do, so let's try to do it a different way ....
Download FRST64 to your Desktop.
Next ....
Start FRST.
Hit your Windows Key + R to open a Run window
Type Notepad then click OK
This will open an empty Notepad document
Copy/Paste the following into it (Don't include Code: ) .....

cmd: reg load HKLM\COMPONENTS C:\WINDOWS\SYSTEM32\CONFIG\COMPONENTS
ExportKey: HKey_Local_Machine\COMPONENTS\ServicingStackVersions
Save it as fixlist.txt to the same location as FRST (must be in this location)
NOTICE: This script was written specifically for this user. Running it on another machine may cause damage to your operating system
Now press the Fix button once and wait.
FRST will process fixlist.txt
When finished, it will produce a log fixlog.txt in the same folder/directory as FRST64.exe

Going to have to consult with my colleagues about what this latest log shows.
Clearly there's some problem installing SSUs since despite you saying that KB5017095 had installed, that does not appear to be the case.
May take a while. I'll get back to you as soon as I can though.

I think that KB5017095 is not really installed because it seems completes sucessfully but I can not see on updates history.

It should have installed SSU ... 10.0.14393.5285 ... but as that is not showing in your ServicingStackVersions key, then it does not appear to have done so.
We can run a further check to see whether it's part installed by doing the following ....
Click Search and type CMD
Right click the CMD App from the search results and select Run as Administrator
With the App open ...
Copy/Paste the following Command into it ...
reg load HKLM\COMPONENTS C:\WINDOWS\SYSTEM32\CONFIG\COMPONENTS
This loads your COMPONENT hive.
You can now close the Command window.
Next ...
Right-click on FRST64.exe and choose Run as administrator
Copy and paste ... KB5017095 ... into the Search box.
Click the Search Registry button.
When the scan is complete ...
A log will open on your Desktop ... SearchReg.txt
Attach the file ... SearchReg.txt ... to your next reply.
You may close any remaining open windows now.
