[WinServer2012R2] No Updates, No Install, No SFC, No Dism

Dear to all!

I have a Server 2012 R2 and i can't install .net Framework 4.6.2
After check and try SFC /SCANOW (Error with Resources...) and DISM /RepairHealth, i have a Problem.

I have run SFCFix with SFCFix.txt, but this is on Screen:

Failed to check for updates. This may be due to an internet connection prob
or a temporary availability failure of the update servers. Please ensure yo
using the latest version of the program before continuing or exit now . . .

I have full Internet Access from direct way, no proxy etc.
No Security Software installed

Please give me a help.
