Winpe memory allocation on legacy bios

Hi,

I have notebooks with 4gb that can boot in legacy mode.
Also have notebooks with 8 gb ram that can boot in both legacy and uefi.
The problem is when using Hirenx64 , if the \sources\boot.wim image is around 1gb I can boot without any problems.
When the boot.wim is bigger , I receive 0xc0000017 error saying "There isn't enough memory to create a ramdisk device".
Since it is a x64 boot image why windows boot manager having problem with opening boot.wim into memory?
I can understand for notebooks with 4 gb may not be enough , with ram needed to expand boot.wim to ramdisk and also ram needed for OS to work.
However 8 gb should be enough.
Also I can boot with uefi mode without any ramdisk problems given the boot.wim is being much larger.
Is this a bug of windows boot manager for legacy bios pc with wrong ram detection ?
Is there any workaround?
