Windwos Error 0x800f0831 by activiting Windows Defender roles

I removed my old "AV App" included all components with the official "AV" Claener Tool and wanted to install / activiting Windows Defender over Features / Roles but i can't.

CBS say i need the Cumulative Update for Windows Server 2016 KB5004948 from 07.07.2021 ( Windows Catalog Update ).
Sure, when i try it to install this Updatepackage, the system say i can't it is not for my system relevant, it's too old!. More infos Out-of-Band Update KB5004948.
