I have a Windows 2008 R2 environment that have 2 updates that have been failing since November of 2019
KB4535102 and KB4516065.
Ive tried clearing the software distribution folder
Ran chkdsk on drives
sfc /scannow did report that it find and fixed corrupt files,
Beginning system scan. This process will take some time.
Beginning verification phase of system scan.
Verification 100% complete.
Windows Resource Protection found corrupt files and successfully repaired
them. Details are included in the CBS.Log windir\Logs\CBS\CBS.log. For
example C:\Windows\Logs\CBS\CBS.log
The SFCFix tool dint find any issues.
I re-ran the sfc /scannow and it found no issues.
Installed SURT but had issues downloading the update directly from the catalog, wont let me choose a download location.

I know the OS is out of support but would definately like to keep it up to date as much as possible.
