Windows Web Server 2008 R2 SP1 - Windows Updates/CBS/CheckSUR issues

Hello,

I'm having issues with a server, it initially started as windows updates not installing properly and has since escalated. Windows Updates is failing with 0x80070002. In troubleshooting some basic connectivity things I wanted to install the telnet client, however loading Server Manager results in Roles and Features popping up with the following error... Unexpected error refreshing Server Manager: The system cannot find the file specified. (Exception from HRESULT: 0x80070002).

Running sfc /scannow from an elevated command prompt has the following output in less than a second -
C:\Windows\system32>sfc /scannow


Beginning system scan. This process will take some time.

I have attached the CBS.zip file as well.

I cannot install updates, I cannot see/modify/use Roles or Features. Cannot run sfc /scannow. Any help on this would be appreciated. I've got no idea how to troubleshoot the CSI Missing Identity and CSI Missing Deployment Key errors from the CheckSUR.log

I REALLY need to avoid a reinstall/in-place upgrade if at all possible. Thanks in advance.
