Windows Updates end up with Error 0x800703f1

Hi there. I'm not sure when or how long it started, but all of a sudden, my laptop wouldn't let me download any kind of Windows Update, and instead errors out around 0-25% in the Settings Menu. My laptop is running Windows 10 Home, version 1809, with OS Build of 17763.316.

I've tried many different solutions presented online for how to fix it, but none of them have worked. In an Elevated Command Prompt, sfc /scannow results with "Windows Resource Protection could not perform the requested operation.", and Dism /Online /Cleanup-Image /RestoreHealth goes until 4.5%, and then says "Error: 1009, The configuration registry database is corrupt." Manually resetting the Windows Update Service didn't do anything, and even redownloading Windows 10 with the Windows 10 ISO results in the error "0x80070002 - 0x3000D, The installation failed in the FIRST_BOOT phase with an error during the MIGRATE_DATA operation".

Using SFCFix, it gives me

I'm not sure what all other alternatives there are other than completely resetting my PC, so I thought it would be best to ask before I do anything else moving forward. I would appreciate any help that you could give me with my current problem.

I know it's been just over a month since I made this post, and that there's a lack of people who can help with everyone in these forums, but I would greatly appreciate if someone would be able to assist me with this (sorry if it sounds needy, not trying to be).

Sorry for the delay, there are only a few of us doing windows update issues now.

Please do the following.

Retrieve Components Hive
1. Navigate to C:\Windows\System32\Config and locate the COMPONENTS file.
2. Please copy this file to your desktop.
Note: If you receive an error that this file is in-use, simply reboot your computer and try again.
3. Right-click on this file on your desktop and select Send To...Compressed (zipped) folder. This will create a file named COMPONENTS.ZIP on your desktop.
4. The file will likely be too large to upload here so please upload to a file sharing service. Examples of services to upload to are Dropbox or OneDrive or SendSpace and then just provide the link in your reply.

Please do the following

Step 1 - Replace Components Hive Manually

Warning:
this fix is specific to the user in this thread. No one else should follow these instructions as it may cause more harm than good. If you are after assistance, please start a thread of your own.
  1. Download COMPONENTS.ZIP from here and save to your desktop.
  2. Right-click on it and select Extract all.... Make sure the "Show extracted files when complete" is checked and click Extract.
  3. Now we have the COMPONENTS file that we will be using to replace your current one.
  4. Navigate to C:\Windows\System32\config
  5. Right-click on the current COMPONENTS file and select rename. Rename it to COMPONENTS.bad.
    Note: If you get an error that the file is in use, reboot your computer and then try again.
  6. Take the file from the Components folder on your desktop and paste it into C:\Windows\System32\config

Step2 - DISM /RestoreHealth Scan

Warning:this fix is specific to the user in this thread. No one else should follow these instructions as it may cause more harm than good. If you are after assistance, please start a thread of your own.
  1. Right-click on the Start button and select Command Prompt (Admin)
  2. When command prompt opens, Copy (Ctrl+C) and Paste (Right-click > Paste) the following command into it, then press Enter
    Dism /Online /Cleanup-Image /RestoreHealth
  3. Once it finishes, copy and paste the following into the command-prompt window and press Enter. If prompted to overwrite the existing file go ahead.
    copy %windir%\logs\cbs\cbs.log "%userprofile%\Desktop\cbs.txt"
  4. Once this has completed please go to your Desktop and you will find CBS.txt => Please zip/upload to this thread.
    Please Note:: if the file is too big (over 7MB) to upload to your next post, please upload via a service such as Dropbox or OneDrive or SendSpace and just provide the link.

Please try windows update again and attach CBS log if it fails.
