windows update / repair install / in place upgrade / sfc / dism all not working

sfc /scannow yields:

Beginning system scan. This process wil take some time.
Beginning verification phase of system scan.
Windows Resource Protection found corrupt files but was unable to fix some
of them. Details are included in the CBS.Log...

SFCFix.exe says it detected no corruption.
