[SOLVED] Windows Update not working

Hello and thank you in advance for your help. I am new to this forum and I hope I have followed your posting instructions correctly. I am running Windows 7 Professional 64 bit version 6.1 (Build 7601: Service Pack 1)

My problem began when I repeatedly received failed install messages while trying to install update KB4507449 (2019-07 Security Monthly Quality Rollup for Windows 7 for x64-based Systems). I then went down the rabbit hole of trying numerous fixes over the past couple of days which were all unsuccessful. During this process I also discovered that when I went to "Programs and Features" and then went to "Turn Windows features on or off" the list of Windows features was empty. I'm mentioning this in case it is related to my Windows Update issue.

I followed your directions and have completed sfc /scannow procedure which said "Windows Resource Protection did not find any integrity violations." I then proceeded to the next step of running the SURT/DISM Scan which ran for quite awhile then said "Some updates were not installed. The following updates were not installed: Hotfix for Windows KB947821."

I then ran the SFCFix tool and the results are as follows:

Thank you so much for your reply. I actually did not stop the SURT early, it just ended with that "not installed" message. I tried to run it again tonight and this time it said "Installation complete." I then ran the SFCFix tool a second time and the results are as follows:

SFCFix Script

Warning: this fix is specific to the user in this thread. No one else should follow these instructions as it may cause more harm than good. If you are after assistance, please start a thread of your own.


  1. Download SFCFix.exe (by niemiro) and save this to your Desktop.
  2. Download the file below, SFCFix.zip, and save this to your Desktop. Ensure that this file is named SFCFix.zip - do not rename it.
  3. Save any open documents and close all open windows.
  4. On your Desktop, you should see two files: SFCFix.exe and SFCFix.zip.
  5. Drag the file SFCFix.zip onto the file SFCFix.exe and release it.
  6. SFCFix will now process the script.
  7. Upon completion, a file should be created on your Desktop: SFCFix.txt.
  8. Copy (Ctrl+C) and Paste (Ctrl+V) the contents of this file into your next post for me to analyse please - put [CODE][/CODE] tags around the log to break up the text.


Afterwards, please run SURT and attach CheckSUR.log.

I managed to get the definitions installed, so we can wait until you’re back. Thank you!
 
Still unable to install the "Quality Rollups" - there are two pending. During your vacation I tried a bunch of stuff and re-did the SURT and SFCfix and the sfc scan but still unable to complete the updates.

Ran Windows update - failed. Rebooted and re-checked for updates, then Windows Update went to downloading mode but never actually started download (0% for 10-15 minutes). Rebooted again, tried Windows Update again - failed. See below link for CBS log
