Windows update not working - inplace upgrade fails - stuck

Been working with system restore and have system working again but some updates are not working.
48 updates and security essentials will not install
sfc /scannow stops at 58% Windows protection error
in place upgraded from win7 sp1 64 bit to same fails
when going to add and remove control panel and Turn Window features on or off getting errors when selection items
