Windows update KB4516065 failing with error code 80092004

I really want to upgrade Windows 7 to Windows 10 but this has failed about 3 times with just a simple message saying Windows 10 upgrade failed. I have tried switching off current anti-virus (MSE) and firewall and other tips but no luck.

I read that Windows 7 needs to be up to date for the upgrade to succeed and I knew that some updates on this pc had been failing since November 2018. I also think this coincides with me removing Avast anti-virus and replacing with MSE. I suspect the removal of Avast is probably causing all my problems.

Update KB4467107 (Nov 18 quality roll up) was the first one to fail with error code 8000FFFF since then some updates have succeeded but the main quality roll up does not. At the moment I am stuck on KB4516065 (Sep 19 quality roll up) which fails with error code 80092004. I have run all the diagnostics suggested by Microsoft and tried to manually reinstall both 4467107 and 4516065 but they continue to fail.

Thank you for respnding so quickly. I have installed KB4490628 successfully should I now manually try and install the the latest update KB4516065 that was failing or try KB4467107 (from Nov 2018)?
 
Brilliant :-). I have now successfully installed KB4467107 and then KB4516065. I now realise you got me to update the SSU via KB4490628. I had tried to update this earlier today but I was trying the November issue (KB4523206) but that update was also failing.

My ultimate goal is to upgrade this PC from Windows 7 to Windows 10, which has failed 3 times. Do you think this Windows Update issue, that you have just fixed, would have also stopped the upgrade from working and have I now improved my chances of getting the upgrade to work?
 
Sorry to trouble you again and I don't know if you or somebody in the forum can help.

You have fixed the Windows 7 update problem on the PC and now I have updated everything, with the exception of 2 updates that I hid yesterday KB3021917 & KB4493132. However unfortunately I am not able to upgrade this PC from Win 7 to Win 10, which was why I needed to get the update issue fixed.

The download is successful (90 minutes), it checks for updates (30mins), it starts the actual install and gets about 55% through but then fails with a very simple message "Windows 10 installation has failed" I get no error codes on the screen. I have tried 3 times today with no success. I am running MSE anti virus, I turned this off and turned off MS firewall. I have renamed the $windows.~BT and $windows.WS folders prior to retrying the upgrade.

I have a copy of the PANTHER folder from each time and I can supply copies of the setuperr.log for each attempt if it would help. I can't make any sense of what might be a the real error thats causing it to fail. The CBS data I took yesterday should still be available on WeTransfer. Can you help or should I just accept that this PC cannot be upgraded to Win 10?
 
I have posted a zipped copy of the CBS folder and found 4 setuperr.log that were created during the last failed upgrade attempt. I think (2) is probably the most detailed.

Please do the following:

Step#1 - FRST Scan

1. Please download Farbar Recovery Scan Tool and save it to your Desktop.
Note: You need to run the 64-bit Version so please ensure you download that one.
2. Right-click FRST64.exe and click Run as Administrator to run it as administrator. When the tool opens, click Yes to disclaimer.
3. Please ensure you place a check mark in the Addition.txt check box at the bottom of the form before running (if not already checked).
4. Press Scan button.
5. It will produce a log called FRST.txt in the same directory the tool is run from (which should now be the desktop)
6. Please attach the log back here.
7. Another log (Addition.txt - also located in the same directory as FRST64.exe) will be generated Please also attach that along with the FRST.txt in your reply.

Is it ok for me to continue trying upgrades from Win 7 to Win 10 or would you prefer I leave it for now? I have read a 'clean boot' may help so I thought I might try this.

Assuming you are happy for me to continue trying I would really appreciate some confirmation on the procedure for retrying the upgrade. I appreciate your time is precious so I understand if I just get a Yes/No or very brief reply.

1. I have created a USB version of the install, from the MS website, I have worked out if I run Setup.exe (as Admin I assume) whilst Win 7 is running then it will carry out an upgrade, this saves me 90 minutes downloading the software each time from the MS website. However MS only refer to the USB as BOOT media which would be a 'clean install'. So can I actually use the USB in the way I have described?

2. I have seen other forums say you should delete $Windows.~BT and $Windows.~WS before trying to upgrade again, I have tried renaming rather than deleting but I also noted that the ~WS was not recreated when trying to upgrade from USB, this was only recreated when I repeated the much longer process of downloading from scratch from the MS website. So is it advisable to rename one or both $Windows.~BT and $Windows.~WS, should I just leave then as they are, or delete before trying a the upgrade again?

Hi!

Yes, you can use it. The procedure described by MS is applicable in cases when you want to do a fresh install without saving data.

The folders you mention are created by the Media Creation Tool if you try to upgrade the system directly through it. In some cases, it may be necessary to delete the files, but since you have a prepared USB, this should not be necessary for now.

Can you please do the following:

SFC Scan


  1. Click on the Start button and in the search box, type Command Prompt
  2. When you see Command Prompt on the list, right-click on it and select Run as administrator
  3. When command prompt opens, copy and paste the following commands into it, press enter after each

    sfc /scannow


    Wait for this to finish before you continue

    copy %windir%\logs\cbs\cbs.log "%userprofile%\Desktop\cbs.txt"
  4. This will create a file, cbs.txt on your Desktop. Please attach this to your next post.

Sorry but what do you need to know, is there some software I can run that will produce a report for you?
 
I took the below from the latest setuopact.log in the Panther folder. I hope it helps. Are the errors in setuperr.log guiding you to a hardware issue or is it not that easy?

I have downloaded Belarc Advisor and produced the attached which hopefully shows you all the hardware.

Are the errors in setuperr.log guiding you to a hardware issue or is it not that easy?

Hi - Sorry to trouble you but I was wondering if your analysis of the setuperr.log and my profile have revealed why the Win 7 to Win 10 upgrade is failing?

If it helps I have tried an upgrade (run setup.exe from USB) after clean boot with no network connection (recommended on MS site) but still failed and I suspect failed at exactly the same point so assume made no difference.
 
Please do the following:

NOTICE: This script was written specifically for this user, for use on that particular machine. Running this on another machine may cause damage to your operating system
1. Please download Farbar Recovery Scan Tool and save it to your Desktop.
Note: You need to run the 64-bit Version so please ensure you download that one.
2. Download the attached fixlist.txt and save it to the Desktop.
Note. It's important that both files, FRST64 and fixlist.txt are in the same location or the fix will not work (in this case...the desktop).
3. Run FRST64 by Right-Clicking on the file and choosing Run as administrator.
4. Press the Fix button just once and wait. If for some reason the tool needs a restart, please make sure you let the system restart normally. After that let the tool complete its run.
5. When finished FRST64 will generate a log on the Desktop (Fixlog.txt). Please post the contents of it in your reply.
