Windows update failures - sfc and DISM errors

Hey all,

After trying many things including an in-place upgrade of Windows 10 (receiving the error: 0x8007001F - 0x2000D The installation failed in the SAFE_OS phase with an error during MIGRATE_DATA operation), I'm unable to update Windows from version 1809 to 1909. The windows update troubleshooter doesn't find any problems either. Error 0x800703f1 appears in Windows update.

In cmd administrator mode I've tried running: sfc /scannow but I get the error "Windows Resource Protection could not perform the requested operation."
Then I try Dism /Online /Cleanup-Image /CheckHealth which says "No component store corruption detected."
Then Dism /Online /Cleanup-Image /ScanHealth displays:
Error: 1009

The configuration registry database is corrupt.


Any thoughts on what I should try next?

GSmartControl
Follow the instructions below to check your SMART status with GSmartControl:


  • Download the portable version of GSmartControl and save it on your Desktop;
  • Extract the zip file to your Desktop. Open the folder gsmartcontrol-1.1.3-win64 which should be located on your Desktop and double-click gsmartcontrol.exe to launch the program.
  • Identify your drive in the list (if recognized by the tool), and hover your mouse over it.
  • You should see something called: SMART status. It will either read: Enabled, in which case you should do the following:
  • Double-click on it to bring up its window (usually you'll find your drive by its size or its brand name);
  • Go to the Self-Tests tab, then select Extended Self-test in the Test type drop-down list and click on Execute (this test can take a few hours to complete);
  • Once the test is over, the results will be displayed at the bottom of the window. Please copy and paste these results in your next reply or take a screenshot;
  • Also, go in the Attributes tab and if you have any entries highlighted in red or pink, take a screenshot of the GSmartControl window and attach it in your next reply;
  • Please note: If the SMART Status reads: Unsupported, stop and let me know.

Retrieve Components Hive
1. Navigate to C:\Windows\System32\Config and locate the COMPONENTS file.
2. Please copy this file to your desktop.
Note: If you receive an error that this file is in-use, simply reboot your computer and try again.
3. Right-click on this file on your desktop and select Send To...Compressed (zipped) folder. This will create a file named COMPONENTS.ZIP on your desktop.
4. The file will likely be too large to upload here so please upload to a file sharing service. Examples of services to upload to are Dropbox or OneDrive or SendSpace and then just provide the link in your reply.

Step 1 - Replace Components Hive Manually

Warning: this fix is specific to the user in this thread. No one else should follow these instructions as it may cause more harm than good. If you are after assistance, please start a thread of your own.

  1. Download COMPONENTS.ZIP and save to your desktop.
  2. Right-click on it and select Extract all.... Make sure the "Show extracted files when complete" is checked and click Extract.
  3. Now we have the COMPONENTS file that we will be using to replace your current one.
  4. Navigate to C:\Windows\System32\config
  5. Right-click on the current COMPONENTS file and select rename. Rename it to COMPONENTS.bad.
    Note: If you get an error that the file is in use, reboot your computer and then try again.
  6. Take the file from the Components folder on your desktop and paste it into C:\Windows\System32\config

Thank you for this! I’ll be able to try this later today. Should I attempt to update windows normally after this or run sfc/dism?
