[SOLVED] Windows update fails and 0x800703f1 error, and "configuration database is corrupted" error while updating hardware drivers.

Dear Sir/Madam,

This problem happened since Apr/May on my Windows 10 computer. Windows update failed and appeared 0x800703f1 error. My Windows isn't pathed since then. As well as, Realtek card reader , Nvidia graphic card and monitor didn't work well. However if I tried to update their drivers, always showed "Configuration database is corrupted" and failed, even I confirm driver sources was correct.

What I have performed are:

> SFC /Scannow ==> Windows finds some corrupted files but can't fix them.

> dism /online /cleanup-image /scanhealth ==> Can't detect corrupted components.

> dism /online /cleanup-image /checkhealth ==> Operation is successful.

> dism /online /cleanup-image /Restorehealth ==> Restore operation is successful.

> Run ComponentsScanner ==> ComponentsScanner.txt . It shows mismatched during operation progress.

> Export CBS Folder ==> CBS.zip

> Export DRIVERS folder ==> DRIVERS.zip

OS: Windows 10 home edition in Traditional Chinese (Build 10.0.19045.4291), with Windows Feature Experience Pack 1000.19056.1000.0
CPU: Intel(R) Core(TM) i5-4570 CPU
Memory: 16GB (8GB DDR3 x 2)
Boot storage: Crucial CT500MX500SSD
Motherboard: ASRock_H81M-DGSR2.0
Graphic: Intel HD Graphics 4600 (built-in) & Nvidia GT610 (can't work well after issue happened)
Monitor: ASIS_VP229Q_LCD (But couldn't be identified well after issue, now is Generic monitor)

Replace Drivers Hive Manually

Warning: this fix is specific to the user in this thread. No one else should follow these instructions as it may cause more harm than good. If you are after assistance, please start a thread of your own.
  1. Download DRIVERS.ZIP and save to your desktop.
  2. Right-click on it and select Extract all.... Make sure the "Show extracted files when complete" is checked and click Extract.
  3. Now we have the DRIVERS file that we will be using to replace your current one.
  4. Navigate to C:\Windows\System32\config
  5. Right-click on the current DRIVERS file and select rename. Rename it to DRIVERS.bad.
    Note: If you get an error that the file is in use, reboot your computer and then try again.
  6. Take the file from the Drivers folder on your desktop and paste it into C:\Windows\System32\config

Afterwards reboot the system and attempt to update. If it fails attach the latest CBS logs and the following logfile.

Upload the setupapi.dev.log file
  • Open Windows Explorer and browse to the C:\Windows\INF folder.
  • Right-click on the file setupapi.dev.log and choose Send to > Compressed (zipped) folder.
  • Now the message will appear, "Windows cannot create the Compressed (zipped) Folder here. Do you want it to be placed on the desktop instead?"
  • Click on the Yes button here.

  • Attach the file setupapi.dev.zip in your next reply.

I apply your solution to replace current DRIVERS file by yours and reboot my computer, then I perform Windows update. It takes almost 40 - 50 minutes to upgrade Win10 system after computer reboot. Then another reboot for MS .Net update. Below are current status:

> Successfully update to ver 10.0.19045.4894 with Windows Feature Experience Pack 1000.19060.1000.0

> SFC /scannow command ==> NO ERROR !!!

> DISM /online /cleanup-image /scanhealth ==> Can't detect corrupted components.

> DISM /online /cleanup-image /checkhealth ==> Operation is successful.

> Generic Monitor could be displayed as CORRECT ASUS_VP229Q, after applying correct hardware driver.

> Card Reader could be displayed as RealTek USB smart card reader correctly and WORKS WELL.

It seems issues are fixed. For safety reason, I still upload setupapi.dev.log for your reference. Please kindly advise me if there is any improvement action required.

I really appreciate you and your team, please kindly advise me how could you fix my issue. I would like to learn more about troubleshooting tips and help other people, if you could share.

You're welcome. Glad to hear the issue has been resolved, in this case your DRIVERS hive was corrupted so I've repaired this file and that was the solution in this case.
