Windows Update Failing with 0x80070490

I tried everything I could find online to get Windows Update functioning again. This is a Windows Server 2016 installation and logs point to corruption in a file called ocspresponder.lnk. Attached is the CBS log. Any help would be greatly appreciated. SFCFix crashes on me when i run it without passing in a tailored zip file, but hopefully the CBS log is enough to get a resolution going for me...

Note: DISM reports not enough storage available to complete the operation, the server has 53GB free on the C Drive.

Thanks for checking. We ended up giving up. I was able to find a replacement copy of the corrupted file and got to the point where SCF and DISM were both reporting no issues detected but still could not update. Retried all known "fixes" I had tried before manually substituting the file after the fact to no avail.

We ended up building out a new domain controller and migrating the roles over.
