[SOLVED] Windows Update (error code 0x800700c1)

Hello Sysnative,

I am looking for help with a Windows Update problem - error 0x800700c1
The PC runs Windows 10 version 22H2, OS Build 19045.3448

I have tried many things (SFC, DISM) but to no success.
I also tried to create Windows 10 media for an in-place upgrade, but this also fails.
This forum has the most detailed instructions about these problems I have found on the net and hoping someone can help!


Issue:
When I try to run Windows update, it doesn't work and gives error 0x800700c1



I have tried the following per forum instructions:

Step 1: Run SFC Scan
This does not run and says the following:

C:\WINDOWS\system32>sfc /scannow

Windows Resource Protection could not start the repair service.



Step 2: DISM
This also does not run -- gives Error 193 (see below).
DISM.log is attached.


Code:
C:\WINDOWS\system32>Dism /Online /Cleanup-Image /RestoreHealth

Deployment Image Servicing and Management tool
Version: 10.0.19041.844

Image Version: 10.0.19045.3448


Error: 193

%1 is not a valid Win32 application.

The DISM log file can be found at C:\WINDOWS\Logs\DISM\dism.log



Step 3: ComponentsScanner
This was run with no errors.
I uploaded the results to Sysnative and ComponentsScanner.txt is attached.




Step 4: Export CBS folder
Done and attached.

Let me know what I can do to try to fix it!

Step 1. Download

SFCFix and save it to your desktop.

Warning: This fix was written specifically for this system. Do not run this fix on another system.
  • Save any work you have open, and close all programs.
  • Download the attachment SFCFixScript.txt and save it to your desktop.
  • Drag the SFCFixScript.txt file over the SFCFix.exe executable and release it.

  • SFCFix will launch, let it complete.
  • Once done, a file will appear on your desktop, called SFCFix.txt.
  • Post the logfile (SFCFix.txt) as attachment in your next reply.


Step 2. Run the following DISM command and post the result. If it fails attach a new copy of the CBS log.

Step 1- Done
Note -- the attachment was called SFCFix.zip so that was what I dragged to the SFCFix.exe.
Result attached

Step 2-
DISM command ran and completed -- the computer rebooted during this, so I don't have a result to post.

I uploaded the CBS.log.

It appears I am now able to do Windows Update - now appears to be working!

I am also able to do the SFC /scannow -- completes and says files were repaired:
