Windows Update Error 800703F1 on certain updates

Hi I am having an issue with my Windows 8.1 Updates. Some of them are successfully installed but there are other updates which would give the 800703F1 error.
I have tried resetting the Windows update components, sfc, using DISM which includes the /resetbase option as well. I also tried downloading the updates manually and there were updates which were successfully installed but then when I do a "check updates" it will come back. As much as possible I don't want to do a refresh. Thank you.

Please zip and attach the file C:\Windows\System32\Config\Drivers
This is a registry hive and does not have a file extension.
