Windows Update error 0x800F0982

Unable to install Windows Update, on the below server 2022 spec:

21H2
Build: 20348.1668

Error: 0x800F0982: 2023-11 Cumulative Update for Microsoft server operating system version 21H2 for x64-based Systems (KB5032198).

Have tried scansf, uninstall English language packs and re-installed, have tried manual install from MS Catalog. Nothing has worked.

I saw a SFCFix executable file. I wonder if someone can assist. Attached is the Components file from location:
C:\Windows\System32\config

Could you please provide the CBS logs and a new copy of the COMPONENTS hive.

Step 1. Upload a copy of the CBS folder

• Open Windows Explorer and browse to the C:\Windows\Logs folder.
• Right-click on the CBS folder and choose Send to > Compressed (zipped) folder.
• Now the message will appear, "Windows cannot create the Compressed (zipped) Folder here. Do you want it to be placed on the desktop instead?"
• Click on the Yes button here.

• Attach the file CBS.zip to your next reply. If the file is too large to attach, upload the CBS.zip file to www.wetransfer.com and post the link in your next reply.

Step 2. Upload your COMPONENTS hive.

• Navigate to C:\Windows\System32\Config and locate the COMPONENTS file.
• Please copy this file to your desktop.
• Note: If you receive an error that this file is in-use, simply reboot your computer and try again.
• Right-click on this file on your desktop and select Send To > Compressed (zipped) folder. This will create a file named COMPONENTS.ZIP on your desktop.
• If the file is too large to upload here, upload the file to www.wetransfer.com and post the link in your next reply.
