Windows Update, DISM failing with 14093

After a power outage my system was a bit corrupt, I had ran "sfc /scannow" and it fixed a lot. chkdsk /f ran and fixed it more. Had to remove a stick of ram to stabilize. I checked on my Windows updates and there was one for KB3156421 it tried to download but was failing with Error code: (0x80073712). Researching online suggest running "sfc /scannow" and "DISM /Online /Cleanup-Image /RestoreHealth". SFC command successful and found no errors.
DISM fails with:
Error: 14093

The identity string is malformed. This may be due to a trailing comma, more than two unnamed attributes, missing attribute name or missing attribute value.

The DISM log file can be found at C:\Windows\Logs\DISM\dism.log

I had read that DISM requires access to Windows Update to repair whatever it repairs so I thought about running:
C:\Windows\system32>DISM /Online /Cleanup-Image /RestoreHealth /source:wim:D:\sources\install.wim:1 /limitaccess

Ended in the same error 14093

Right now I'm manually dowloading the update that I need. Any help appreciated.
 
The manual update failed, after trying several attempts I finally gave in and just reinstalled Windows 10 over itself (so that none of my apps and stuff would be removed) and it seems to of fixed something. I don't know about the DISM yet. Will try that after I see if this update finally installs.
