Did it a dozen times, restarted, ran Disk Cleanup(admin) and it never clears out. I have other Windows 10 computers that it does clean out but not this one. Did a scannow as well. Any ideas why this won't empty?

Hit start, type cmd, then, CTRL + SHIFT + ENTER. The command prompt should open elevated. In this prompt copy and paste %SystemRoot%\System32\Cmd.exe /c Cleanmgr /sageset:65535 & Cleanmgr /sagerun:65535 Hit enter. Make your choices and let us know how it goes.

I did uninstall KB4556799 just now and did a disk cleanup and it did clean out that temp file Windows Update Cleanup. So that worked. Did a little looking around and that KB file tried to load on my updates over 11 times. This is why I figured that it may be related. Of course after the cleanup I did a Windows Update and guess what got put back on my computer? Come on, Guess.
