Windows Update Cleanup won't empty

Disk Cleanup or Settings>>Storage>>Remove Files does not empty out 7.5 Gb of info. Did it a dozen times, restarted, ran Disk Cleanup(admin) and it never clears out. I have other Windows 10 computers that it does clean out but not this one.
Did a scannow as well.

Any ideas why this won't empty?
 
try opening an elevated command prompt. Hit start, type cmd, then, CTRL + SHIFT + ENTER. The command prompt should open elevated.

In this prompt copy and paste %SystemRoot%\System32\Cmd.exe /c Cleanmgr /sageset:65535 & Cleanmgr /sagerun:65535

Hit enter. Make your choices and let us know how it goes.
 
Isn't that the same as going to Administrative Tools>>Disk Cleanup(admin) ?
Sure looks the same.
 
I did it both ways and it seemed to be the same thing. I did uninstall KB4556799 just now and did a disk cleanup and it did clean out that temp file Windows Update Cleanup. So that worked. Did a little looking around and that KB file tried to load on my updates over 11 times. This is why I figured that it may be related. Of course after the cleanup I did a Windows Update and guess what got put back on my computer? Come on, Guess.
 
Alright, you need to post in the Windows Update section. We have some well trained experts in that area that can surely help you. I am not one of those people and am truly sorry if I wasted your time.

Sometimes it's worth a shot on my end and I had hoped I could help but it seems deeper than my experience.

I will add, The Cleanup Tool will only delete the files that Windows deems it no longer needs. It won't delete everything there.

There are many loopholes in the Windows upgrade, and there are also some controversial issues,i failed 2 times before I successfully completed the Windows 10 update.
