[SOLVED] Windows Update - Cant install IE10 (KB2786081 fails to install)

HPDV6 laptop Win 7. Dual video (drivers all up to date Intel HD 4000 10.18.10.5059 dated 16//2018. NVIDIA )
I have a problem installing IE11 and some other issues (reported [SOLVED] - Problems Uninstalling Windows Updates and IE11 (Win7x64))

I have just completed a repair install of Win7 in order to fix these one (at least) of which was IE11 would noi install because the neutral.cab would not install
This seems still to be a problem. Loads of windows updates have been completed but IE10 wont install.


IE10 fails KB2786081 failed to install

Stand alone install of KB2786081 produces "KB2786081 already installed".
KB2786081 listed in installed updates
So why does IE10 install not recognise that it is installed

Windows update troubleshooter reports
Service registration missing or corrupt fixed
Windows UPdate error 0x80070005 (2019-05-23-T-09_22_09A) fixed
Problems installing recent updates fixed

Back to windows update and try to install IE10 for Win7 X64

The list of prerequisited for IE10 seems to have been removed so it is impossible to check if they are all there and various sites report its impossible to install IE10 on Win7!
I tried IE11 (stand alone install) on the off chance but, of course, it failed on the same neutral package installation

Clean Boot set up as described and PC rebooted
Start->Control Panel (heading for windows update) causes Windows Explorer to crash. Tried 3 times, 3 crashes
No matter.
Control Panel\All Control Panel Items\Windows Update works fine
Attempt to install lIE10 fails in the usual way. Error Code 9C59 (Neutral.cab package)

Attempting to restore notmal boot caused msconfig.exe to crash
Worked OK the second time
 
But then . . . .
The next reboot (msconfig. set to normal boot) caused the PC restart to fail error 0xc000000e the boot selection failed . . .
Since I am not at home nad have no installation CD there was an 'exciting' 5 hours or so stokeing up and old steam driven PC downloading an install ISO from the www, making a bootable USB and repairing the installation

PC is now operational again. MS CONFIG is still at clean boot status
So I'll try again to go to normal boot

Actually that doesn't seem to work. If I click 'normal boot' and 'apply' the options are reset to selective start up
This seems to be something to do with having advanced roubleshooting options set but my msconfig has no 'Advanced' button or tab to select to find and disable them.
Confused . . . again!

Is IE9 installed and working properly ?
 
I thought I had managed to get IE9 installed? Anyway, it seems to have regressed to IE8 which is installed and is working properly
I have a windows update pending for IE10 (which is the one that caused all the problems)
MSCONFIG had Safe Boot ticked which is why it would not do a normal boot. I unticked safe boot; selected normal boot; rebooted and it crashed again same 0xC000000e error.
MSConfig now has safe boot unticked, nothing else ticked that I can see but everytoime I apply, it reverts to safe boot mode
 
Anyway, it seems to have regressed to IE8 which is installed and is working properly
Uninstall all updates for IE9, IE10 and IE11.
Let me know if this was successful or not.

Retrieve Components Hive
1. Navigate to C:\Windows\System32\Config and locate the COMPONENTS file.
2. Please copy this file to your desktop.
Note: If you receive an error that this file is in-use, simply reboot your computer and try again. Note: If you find that you need to reboot and are unable to because this is a server then try Option#2 below.
3. Right-click on this file on your desktop and select Send To...Compressed (zipped) folder. This will create a file named COMPONENTS.ZIP on your desktop.
4. The file will likely be too large to upload here so please upload to SendSpace and just provide the link here.



Option#2 (only if you are unable to follow the previous instructions)

  • Please download the Freeware RegBak from here: Acelogix Software - Download products
    You will find it at the bottom of the page that the link brings you to.
  • Go ahead and install this program and accept all the defaults. After the last install screen the program should open.
  • Click the New Backup button. Accept the defaults and simply click Start.
  • When it says Finished successfully, click the Close button.
  • This will bring you back to the main screen of the program. You will see one entry in this list with the date that you did it. Right-click on this line-item and select Explore Backup...
  • This will bring you into the folder where the backup was made. You should see a Users folder and a Windows folder along with a couple other files. Double-click on the Windows folder to open it. Then open the System32 folder and then config folder. You should see around 6 files in here, one of which is named COMPONENTS.
  • Copy the COMPONENTS file to your Desktop. If the COMPONENTS file does not exist, please fetch it instead from C:\Windows\System32\config\COMPONENTS.
  • Now right-click on the COMPONENTS file that is on your desktop and select Send to > Compressed (zipped) folder.
  • Then please upload the zip file (COMPONENTS.zip) to your favourite file sharing website (it will be too big to upload here). Examples of services to upload to are Filedropper or One Drive or SendSpace and then just provide the link in your reply.
  • You can close any open windows you have as well as the RegBak program now.
 
Required a reboot.
Windows update (1 of 1 stuck - doing nothing after an hour with no disk activity)
Reboot all OK
Windows update reports no important components to install. Check for updates reports 1 (IE 10 againI presume thats the one that stuck)

IIRC Ive tried this before (but probably before the upgrade install and therefore before this thread!)
Anyway, IE9 not available from MS via the link you provided (404 page not found after selecting IE9)

Fortunately I have a download from 2017 (presumably when it was first available)
IE9 (KB3978971) Installed OK (reboot necessary)

Now for IE10?
Downloading & Installing required updates. Took a while so there were some
but it failed in the stadnard manner (selecting the last ERROR message in the log!)

I came across this
Error installing IE11 - prerequisite update KB2834140
which refers to the problem but he was missing updates. Windows updates finds no outstanding updates (except IE10)

If you start Internet Explorer, does it display version 9 or version 8 ?
